New 2023 Programs for Residential All-Electric  In New Construction and Renovations

In 2023, now available and announced programs for financial incentives for homeowners to implement electrification and energy efficiency improvements. Fund sources are from the Inflation Reduction Act 2022, of approx. 4.2 billion in funds, Tax credits, and California state funds.
The incentives are both rebates and tax credits.  Some of these program are slated to be available at point-of-sale, tax credits.  Some programs may require an energy assessment.
Below is a summary of programs.  Many of these incentives are available now. The IRA HOMES and HEEHR as slated to be available in Q3 of 2023.   We will update this summary as announcements occur.

Federal 25C Tax - Energy Efficiency Upgrades
2024 allows a 30% tax credit with maximum that varies on product/service. Maximum on heatpump systems are $2,000. There is an aggregate for at $1,200. The max for all 25C tax credits is $3,200. Includes materials and installation.
FEDERAL 25D TAX - renewables
​30% tax credits for rooftop solar & battery storage. Can include electrical panel upgrades. Covers materials and labor.
Federal 45L Tax Credit - New Construction
2024 - New Construction & substantial renovations tax credit built to EnergyStar or DOE ZERH standards. 
Applies to single-family residence,  detached dwelling units, duplexes, townhomes, manufactured homes & multi-family.
Tax credit range: $1,000- $5,000

Performance based - Whose house energy savings retrofit.  Higher rebates for Low/Medium Income households. Calif est. budget is $292 M.

Electrification rebate program for Low/Moderate income households (below 150% medium income)  Available at point-of-sale.

  • Bonuses for Disadvantage communities
  • Bonus for Battery storage
