Heat pump water heaters is becoming the new preferred standard in new construction.  Should also be considered in renovations and time of replacement of existing water heaters.   
In San Diego area, SDG&E is offering rebates till Sept 2021 at point-of-purchase at selected Home Depot and Lowes.  See attach document for more details.
